The distance to rear brakes is further away from the master cylinder, so it takes small amount of time for fluid/pressure to travel. It is basically timing a fraction of a second to get the rear brakes to engage first. This is designed to (delay) hold off sending fluid to the front brakes until the rear brakes can start to engage. It is located to drivers side of master cylinder. The 1968 power front disk brakes use a hold off valve, sometimes called a metering valve.
